The Justinian Mission   

Thirty years ago while serving as a rookie police-officer with an agency in Bergen County, New Jersey I considered becoming licensed as a private investigator and chose the name, "Justinian" for the agency.

The name is taken from the last Roman emperor, Justinian (483-565), who was also a noted legislator and jurist. He commissioned the Codex Justinianus, the Institutes and the Digest of Roman jurisprudence, which are all monuments to past achievements of a great Roman legal heritage. These works constitute the nucleus of nearly all the modern European systems and have influenced the Common Law of England and eventually our own legal fundamentals here in America.

At that time a certified law enforcement officer in New Jersey could not obtain an investigator’s license because of potential conflicts of interests so I put aside my aspirations of that endeavor for another day.

After a career in law enforcement, retail security management, boating safety www.BADD.org and the State of Michigan in Children’s Protective Services I decided to utilize my experience and education within the private sector. I fulfilled an ambition and became a licensed private investigator in the State of Michigan.

I remembered the original name selected many years ago and my company known as "Justinian Investigative Services" was formed and is located in Battle Creek, Michigan. The name symbolizes justice, the integrity in the dealings of men and women with one another, and a fair representation of facts respecting merit or demerit.

Over the years I have seen many injustices and people let down by our system. In addition to civil and criminal investigations, Justinian Investigative Services offers thorough and diligent expertise in many other areas. One of our specialties is in the crucial field of Child Advocacy. We all are cognizant that bureaucratic agencies often fail to find the truth and have falsely accused a mother, father, or other family member of child abuse or neglect. We emphasis finding that truth with the objective of protecting our children. Unfortunately, too often these agencies have incompetent employees that do not give a fair and objective analysis of the situation. They either jump to a false conclusion or fail to act when there is truly a need to protect a child. One out of three of our citizenry have an unfavorable opinion of these agencies.

Our purpose is not to impugn the integrity of any agency or employee because there are many great people across the nation working in the field of Children's Protective Services. However there are also many poor, inadequate, inept supervisors and employees who should not even be employed in this position. Their presence and lack of care and integrity corrupt the system and further place children at risk.

This particular vocation demands the highest quality of professionalism to assure that the truth is known and all children are protected. I found it to be the most rewarding pursuit of any endeavor in my career.

On March 12, 2008 Mary Denise Lands will have been missing for forty-eight months, "4 years!" We hope that in 2008 the case will be solved and we will have a successful criminal prosecution of the person/s responsible for the disappearance and murder of Mary Denise Lands. Mary's 4th Anniversary Vigil- March 12th, Noon, at Circle Fountain in Marshall

Wednesday, March 12, 2008 will mark the 4-year anniversary of the disappearance of Mary Denise Lands. Although we are much closer than ever before in solving the case and bringing Mary home, family and friends still need to come together on this day to continue public awareness for Mary. Please join us!
We hope the winter weather will improve enough for a short event at the Brooks Memorial Fountain in Marshall. Anita Marshall once remarked, "each year it seems as if Mary is up in heaven pushing away storm clouds and adverse weather for a few minutes to provide us a light from above during our vigils". We are confident the 12th will be a good day too.

This year we plan to do something different. Instead of the yellow balloons that have been sent aloft in the past we plan to release 48 bright blue "star " balloons, one star for each month that Mary has been missing. Anita & Cliff will release a balloon of their choice. All the balloons will carry a small laminated card bearing Mary's picture, the website, and contact numbers for the Michigan State Police and others. Law enforcement officials have been asked to attend and we expect them to be present and say a few words.
Earlier in the week I again met with Michigan State Police investigators and was assured that Mary’s case is being actively and aggressively worked by team members each week.

We’ve had good turnouts in the past, but this year lets have as many people as possible join us for 15 minutes at the Circle Fountain in Marshall.
